There are more than a few textbook printers (although it is true that there are only a handful that can deal with massive runs such as might be encountered in a high school text or a popular freshman college text), and it is a competitive business. Printers at this scale have long been in the paper conversion business. That is, after the initial setup costs, price is determined by figuring the cost of the paper and adding a markup. So if you want to blame someone, blame the publisher for specifying expensive grades of paper.
