Although not manuals, I used to produce an internal magazine (admitedly only 16 pages) in six languages. (English, German, French, Dutch, Spanish and Italian)

A4 portrait format (A3 folded) and of course white space was wholly acceptable, along with the pictures used. Although my base figure was only 350 words per page, in English, I found that we could fit all the language versions on the page quite happily, without lots of blank space. The variation in total words/characters was not as large as some predicted and in the 'more compact' languages we made things look similar by increasing point size by 0.5 or 1 point and by increasing line spacing slightly.

I hope this helps, or at least provides some inspiration.
