I use HomeSite to create HTML-based help. I used BBEdit for years. There are lots of good HTML editors available for little or no money. Take your pick--you can do what you want with any of them.

I use HTML Indexer to create the index--no surprise there. If you already own Dreamweaver, look into the DevaTools suite. (You might want to read our Customer Feedback page first, though.)

If I needed a TOC, I'd probably create it in HomeSite.

I believe a good index eliminates the need for full-text search, but if I needed it, I'd look into freeware and shareware.
