Heck, the 486 in my basement can do that. ;) The type
of web server is irrelevant.

Most web-based help systems have a javascript option,
which does not require the JRE. You can also go plain
HTML with good navigation aids.

What's driving the need for a tree-based TOC? Not that
you can't do it, but there's a difference between need
and want. You can use one of many free javascript
solutions on the web, or use WebHelp or WebWorks Help
to do it, or build one using DevaTools... Most HATs
will supply a local search utility for you to use.
