http://www.ari.net/proposal-l/ is the address to a now-defunct but still
potentially helpful proposal list that was geared towards government work.
I got into proposal writing shortly before this list died, and was bummed
out by its departure. Fortunately there are 4 or 5 years worth of archives
still posted.
Man, it's too bad Herman Holtz isn't here - he was an active member of
TECHWR-L until his death, and was an expert in this field, and has
authored some excellent books on the topic. Anyway, I hope this helps.
