Yes, virtually anybody can be a technical writer.

However, very few are *good* technical writers.

Consider what your co-workers define as a *good* tech writer in your
environment. Perhaps your idea of a *good* tech writer and theirs are not the
same.

Then consider ways to change that attitude, if necessary.
