Wouldn't the RIP add the extra pages, making their
inclusion in the prepress PS/PDF file moot?

I'm not sure who you're replying to with that question, but this has little to do with the RIP. Either you will include something useful on those pages or they will be blank. That's your call. They can consist of one leaf at the front of the book and one at the back, or two leaves at the back. You can decide that and build them into your source file, or, if you choose to leave them blank, you can simply instruct the printer (human being, not office machine) where you want them.
The issue is press and bindery work. Your printer is obviously set up to handle 8-pp signatures and knows that 4-pp signatures are going to cause headaches. (Printing them is easy enough. They're just run two-up on the same size sheet as the 8-pp signatures, then cut--not a biggie.) The bindery may not have a folder small enough to fold the half sheet, or the gathering stations on their perfect binding machine may not be able to pick up that thin a signature reliably.
Whatever the reason, this is not a detail you should sweat. Blank pages are perfectly normal. If you feel guilty about killing trees, specify recycled paper.
