I don't think anyone disagrees that *.pdf often makes
an effective substitute for shipping bound books. The
issue seems to be about whether most users prefer
"typical" HTML pages to "typical" PDF pages *online*.
PDF is a format that was originally based on a printed-page
model, and it still retains that orientation in most
of its real-life, plain-vanilla implementations. Try dragging
the vertical scrollbar on a PDF, for example.
