One reason for the failure of tab stops and tabs in generated lists like TOC
is that the width of body page text frame is narrower than the text frame on
the reference page. It's common to define tab stops for *TOC paragraph
formats in the reference page view, where it's possible to set the
right-aligned right margin tab stop at a position on the ruler that doesn't
exist on the body page.
Make sure that the right margin tab stop is available in the body page view.
