It does, but only because it tends to get shelved for at least 6 months before someone starts to work on it. After that, they seem to get done in under 3 months. (This from watching my husband's Naval clearance process. I admit ignorance outside that area.)
When I was last in the DoD field, a secret clearance could
have been cleared in the 6 months it's taken this company
to not find someone. Maybe it takes longer now.
