Both, I think. My guess is that they obtained a quote
from a contractor who told them he/she/they could do it
in short time for $60 an hour (because they either have
prior experience with the client's processes and tech
to leverage or would be throwing lots of resources into
the rush project), then decided to get the job done on
the cheap by shopping for some unemployed writer/s who'd
be desperate enough to take it on in the same timeline
for half the cost. Unless, that is, they're dangling
big bucks in front of your eyes, in which case it's most
likely because someone quit on them in the middle of a
crunch.
