Yes, in low-light environments white on blue is easier
on the eyes and easier to read (I was gonna say
"studies show" but I thought the better of grabbing my
crotch at work *vbg*).
BUT... (you knew that was coming, right?)
I'd argue that's only good in non-layout views. Once
you're in a layout view, you will want the simulation
of a printed page so you can, if only minimally, eye
the visual contrast of the page.
