Although convention has something to do with it as
well. At the time people were used to black on white.
They found a good, eye-catching contrast with deep
green under white. If you notice construction signs,
they made another leap recently with the "mommy/daddy"
signs (have you seen them?). These new signs are still
black and orange, but are reversed (orange on black
background) and use a Comic Sans type of typeface.
Works well with the message... "Slow down... my
[mommy/daddy] works here."
