I know there is a PhD program in technical writing in the U.S. at Arizona
State University. There web site is http://www.asu.edu/. I don't know if
the program is any good though. I think there may be a PhD program at the
University of Washington (http://www.washington.edu/) and Carnegie Mellon
University in PA ( http://www.cmu.edu/) as well, but I'm not positive. I
know some of my undergraduate professors went to RPI for their PhD in
Communication (http://www.rpi.edu/). You may want to check the Society
for Technical Communication's web site at http://www.stc.org/ to find out
