I've been investigating similar systems for some of my sites, where
non-technical users want to edit content. After looking at Twiki (too
easy to make mistakes), server includes (still needs some technical
knowledge), providing web forms (to hard to implement for small sites),
I came to an understanding with them. They give me the changes and I do
them!
I looked at some Content Management Systems (CMS) like GlobalScape's
PureCMS and thought they were probably the best solution. It seems you
mark off the areas of a page to allow editing (headings, body text, etc)
and then let them loose. It provides content tracking and an approval
system. Trouble is the price. Too costly for my purposes. There are
other CMSs out there but I was impressed with this one. I use their
CuteFTP a lot. I don't work for them, just a happy customer.
