If you're otherwise qualified for the job, just don't mention it. If it's not important, then you have no problem. If it's important, then either: a;) the job is secretarial, and you won't mind being out of the running, or b.) they'll ask you about the omission, and you'll have the perfect chance to ask why the qualification's important, and will be able to decide for yourself whether you want to be considered for the job.
