Based on this description, it sounds to me like you're looking for some 
form of content management.  While originally content management was 
strictly oriented to the Web, the scope has been increasing to include 
written material as well.  (This is typically referred to as "enterprise 
content management", distinct from "Web content management".) 

There are a few small-scale content management solutions available that 
might match your needs, such as Ektron.  I'd check those out.
