I don't think you can expect a 'dedicated documentation phase' when the product is frozen. The 'trick' we use here is writing from the specs i.e., no screen captures for the first draft and
add them later on (for the 2nd). We tried a few variations on the "when is right to start" theme, none of them worked perfectly of course. I'd say try to have 80% of the GUI stable before you capture.
