Yeah, except for many audiences, "local" is jargon:

"Widget Manager must be installed on your computer."

P.S. "That" vs. "which" is one of those bugaboos that I remember from the
Style in Technical Writing class, no oh so long ago (like the difference
between "over' and "more than"). I cringe mentally when I (too often) see
them used incorrectly.
