It's not a Microsoft-owned forum, but you might want to check out Ars Technica's OpenForum, which includes a subforum called "Microsoft OS & Software Colloquium". The direct link to that particular forum is:

You'll need to register (free reg for the technical forums) to post a topic/question, but you can read without registering. The top-level forum is located at:
