Don't you have flow controls set up in your source
documents to handle this? That is, widow/orphan
controls in paragraph styles and the like?
Not knowing the content or the audience, I can't back
up either you or your graphic artist. But, I usually
would side with the graphic artist, as I personally
despise bad page breaks in documents I read.
