I'd do two things:
1) Approach your boss casually, even humorously. Tell him what you just
wrote to us that the spelling/grammar in these things are driving you up
the wall. Feel free to grin as you say it. Don't suggest any further
action; just see how he takes it. If he doesn't do anything about it, you
can re-visit the subject later. But treat this as a comment for now.
2) Sit down with each engineer and ask them to explain the most
incomprehensible bits of their writing. This will show them that somebody
does have to review their work, and that that person is having difficulty.
It's up to their own consciences how they react.
