It all comes down to money, pure and simple. It's
cheaper for companies to hire writers in India than to
hire writers here. A lot of companies don't really
care whether the documentation is any good, anyway.
Since documentation doesn't produce income, and it
can't be proven to add any value to the products that
do sell, they regard anything spent on documentation
as a loss and they'll do anything they can to reduce
that loss. The phrase "Nobody actually reads the
manual" used to be an expression of frustration among
technical personnel - it's become a policy statement
among bean-counters.
