Just an observation: For technical material anyway, some of the technical
documentation I rely on the most wasn't created by technical writers at all,
and a good deal of it was created by non-native English speakers.

Sites like the excellent tutorials on www.w3schools.com, which was created
by Norwegian web developers.

Or the more technical material at IBM, which is apparently written by their
engineers in the course of their R&D duties:
http://www-106.ibm.com/developerworks/training/

Or the Linux HOWTOS at http://www.tldp.org/, written by developers of
varying nationalities.
