If you have FrameMaker, Acrobat, and Visio you have
EPS capabilities. For the end user, the PDF requires
Adobe Acrobat/Adobe Reader and no special tools.
Graphic artist? Not sure where that fits in. If you
need a graphic artist to create the original, and you
don't have a graphic artist, then you are stuck
whether or not you want to create EPS or GIF from your
Visio file, because the Visio original isn't going to
happen in the first place.
Here's the rule:
Fonts > Vector > Raster.
