A lot of people like to believe that "you can work if you want to." It's one of the great myths in North America. After all, didn't people come to the United States and Canada for opportunity? Then how can people be unemployed?
My speculation is that people don't like admitting that unemployment or under-employment can happen to anyone for two reasons.
First, if they admitted the fact, then they'd have to admit that there are some things wrong with the culture. Since we are brought up to believe that we live in the best of cultures, this admission is usually something to avoid.
Second, if unemployment can happen to anyone, then it could happen to them, too. Those of us in the middle class don't like to believe that bad things can happen to us or those who are important to us, so we spend a good deal of time and energy denying the fact. And, of course, one of the best ways to deny the fact is to demonize those who have learned better. If we accepted them as people who had simply had bad luck, we'd be saying that we could have the same kind of bad luck.
