Can you investigate and report back? What printers? PS or PCL drivers? If PS, Microsoft or Adobe PS driver? If Adobe, what version?
What version/versions of Word?
I checked the print as it spooled, and

If fixing the driver issue doesn't solve this, you MIGHT consider (Danger, Will Robinson!) abandoning the table rules and superimposing graphic rules instead. I'm not at all sure this will make a difference, but you could try it on a one-page sample and check the spool size both ways.
