I'm trying to make the case for treating code 'comments' written in XMLNot a new idea.
documents as content. That is, I want to tag comments with a <comment>
element instead of "commenting it out" using the SGML comments notation
<!--comment goes here--!>.

It certainly makes sense to have comments you can retrieve with a simple XML parser -- something you can't do with SGML comments. The downside is that you can get in trouble if <comment> isn't a part of your official syntax, whereas SGML comments always work.
