Use 'an' with 'u' and 'o' when the following word is pronounced
as if it started with a 'y' or a 'w' (a one-sided contest).

Of course it applies. He didn't say when the *noun* starts with a "w"
sound; he said when the following word starts with a "w" sound.
The following word is "one," which is pronounced as if it started with
a "w."
