There are two questions here, whether SMEs (or
language editors) _can_ revise (rather than
review) the document. That depends on whether
they use the same authoring tool. 

The other question is whether you get to see the
revised doc: in the case of an SME making
changes, you may need to fix the language; in the
case of an editor making changes, you might want
to ensure they don't mess with your doc and write
functionally inaccurate things.

As long as you get to see the doc after
revisions, and are able to make necessary changes
on top of the revision, it is the best deal that
folks make changes, rather than list all the
stuff they want fixed. 

Also depends on the time at your disposal...
