While the writer must be familiar with the legislation and how it impacts each individual business, any documentation must be cleared with the legal department, unless the writer also has legal training.
This last part is hard for a lot of people. It seems to bruise their egos to admit that Anglo-American law is too arcane for somebody without a lot of training and experience. But good tech writers don't have egos.
Neither does any good professional, lawyers included.
