There are a number of document and content management
systems on the market that do track document versions.
The better, Hummingbird and Documentum, do also cost
an arm and a leg.
CVS is neat and cheap. Binary files are a bit of a
problem.
If you are developing content in XML then CVS is
actually very good. The only problem I can think of is
the use of "diff" to create patches.
Only checkin the XML source and any images. Formatted
output is not required.
