RE: GoLive vs. Dreamweaver
This may not be popular, but the newer versions of FrontPage are "good
enough" and you may already have a copy around, depending on which version
of Office y'all have. If you set FrontPage to be compatible with multiple
browsers and don't use its "extensions" it doesn't do badly. Plus, it is
easy to learn if you use other Microsoft apps.
One of the things I personally like about Front Page is if you disable all the "helpful" stuff as Chris outlined, it can be very convenient to use. I do a lot of coding, so I spend most of my time on the html tab, but it's nice to click the tab and see the work.
