Although some folks think this method is a bit of a pain, it always
worked well for me:
[Note: This explanation assumes that the chapters are double-sided (ie.
have left and right pages) and therefore the only blank pages would be
on the left side. It could be amended to deal with other pagination styles]
I create a new Master page ("LeftNew") as a copy of the regular Left
Master page.
On the regular Left master page, I put the "Intentionally Blank" text in
a text frame.
Then I ensure that my chapters use the sequence of LeftNew:Right for the
content pages. Thereafter, whenever it adds a blank page at the end of
the chapter, FM will default to the standard Left page, which will
display the "Intentionally Blank" text.

Is there a way to have Framemaker 7.0 automatically place the required
text on every blank page?
