How are you converting the files? Are you using
WebWorks Publisher? If so, then probably the style
specs in WebWorks need tweaking.
If you haven't already, I suggest you post on the
FrameMaker user's forum: http://www.adobe.com/support/forums/main.html. You may
have to create a login for yourself before you can
post.
