I used to give a hard copy with a coversheet and a zip lock bag full of
colored pencils. I told reviewers to pick a color and sign the cover
sheet prior to giving to the next person in the chop chain. It worked
fairly well and I was able to go back later to people with questions,
because I knew which comments were their because of the color.
