Probably depends on what they are asking for. 

If they specifically ask for a cover letter, do it. 

If there is a check box or space to add one, whether they ask for it or not, do it.

I feel you can't go wrong by adding it, but you could end up in the recycle bin if you don't.

etc. and it lets you submit your resume through that web site, if you
don't include a cover letter will your resume even get looked at?
