My general experience has always been that when you add one, you get a
much better response rate (or, I should say, never gotten a call from a
company I didn't send a cover letter to). Responses are even better if
the letter is tailored to the company you are submitting to. If you're
a hiring manager getting the flood of response from a Monster.com ad,
it's pretty easy to tell who just submitted without much thought, and
who really seems interested in the job.
