Why would you not include a cover letter? Monster allows 
you to store multiple cover letters, and to edit your 
stored letters individually to tailor your applications. 
Even if it gets roundfiled because the employer only wants 
resumes, I've never heard of a candidate being excluded 
because a cover letter was provided.
