I think the key word here was 'orders...'

Not quite...The third test, with a TOC that gave them a broad overview
of the tasks required to complete the installation...shorter
procedures...more pix...as I would have designed it without the lt.
colonel's orders...was conducted without the orders to follow
directions. And was, conducted at a different air force base...just to
keep it honest...
Well designed, predictable, docs always work better...
