You don't write a white paper to recommend things. That's what a proposal is for. A white paper highlights an aspect or implementation of something.
The term "white paper" gets thrown around a lot in many different contexts.
My advice: Write a clear, concice, convincing document explaining these steps. There is no formula to follow.
