TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.
For two decades, technical communicators have turned to TechWhirl to ask and answer questions about the always-changing world of technical communications, such as tools, skills, career paths, methodologies, and emerging industries. The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
Can anyone confirm or deny that this is the accepted practice, or
better yet, provide a pointer to a reference document covering this
issue?
Thanks, pedants everywhere want to know. -BobC

Bob,
I don't think this quote has an exclamation point. BTW, Google
provides at least 232 references to this quote.
The Chicago Manual of Style (14th Ed.) covers this issue in Chapter
10. Check out the "Citing Sources in Text" sections 10.77--10.79.
For those who care, Chicago 10.77 recommends:
"When the quote passage falls at the end of a sentence and, in its
original context, ends with a period, the period is preferably
suspended and placed at the end of the citation, outside of the
closing parenthesis" (Chicago, 10.77).
