Once and for all: To create ordinary PDFs you don't need FrameMaker,
OpenOffice.org, or even Acrobat. There are tons of free, cheap, or
open-source tools available creating PDFs from Word or any Windows
application, including some that work as a print driver.
Of course, if your docs require more than basic PDF features, or if you
are just a PDF geek who wants to tinker, you'd be better off with the
full version of Acrobat.
For example, I don't know of any non-Adobe tools that easily provide
advanced features like TOC/index hyperlinks, although I suppose the
open-source tools are closing in on that target (I haven't checked lately).
