A text file "line count" is defined by the number of line ends in the file. No way to count linends without opening the file with SOMEthing. Is it possible you need to open/observe the file while it is locked by another process? Or have it open while is accessed by another process that currently fails because it finds the file locked? Different tools open files differently ... TextPad is fairly permissive. Word, I think, is not.
