For an eye-opener, try viewing your Word docs in the Outline view, and see what your hierarchy looks like. If these documents were edited by the general office population, more than likely the hierarchy will not be what you expect.

Word does not easily lend itself to the export of structured information - not unless the documents are in the hands of somebody who is crafting them for that purpose.

Indeed, even if that is done correctly, another pass through
General Office will undo a lot of the structure. Just a bit
of cutting and pasting can ruin it.
