You can copy a .wmf graphic to the clipboard and paste it into a blank Adobe Illustrator document, then save it as an EPS from there.

We've run into a snag with FM 7.1 and .wmf files and maybe someone else has
as well. Legacy documents were produced in Word and converted to FM, with
some of the old .wmf graphic files being left in as we could no longer find
the source files from the mid-'90s. In FM 6, when these documents were printed using Distiller 5.0 or a PS
printer, the WMF files stayed in position and were sized correctly. However,
with FM 7.1, when printed the same way, the graphics embedded as .wmf files
are stretched. We have tried Adobe FM support, and they recognize the
problem but cannot offer a solution other than resaving the source files
(which we do not have), as .eps files and reimporting them. The suggestion
listed in the FrameMaker 7.1 Help file also does not work. The two solutions we have come up with are to simply recreate all the older
graphics and resave them as .eps files (very time-consuming), or to revert
to using FM 6 to print final .pdfs.
