Try Audacity.
You could convert the WMV to WAV, MP3, AF, AU, OGG first, and open with
Audacity. Or...
If you can play it back, then Audacity can record it from your sound card.
It will take a while to negotiate all of that. Then you apply normalize or
one of the other filters.
