RE: New Robo Skin, TOC Highlight Stuck

Unfortunately, if you select Generate Section 508 compliant output on the
first page of the wizard, you don't get the option to synchronize the TOC.
We have the issue where users who click Show TOC in a topic see the
start.htm topic flash for a moment, and then the TOC opens and displays
the original page on which the user was when they chose Show TOC.

I'm thinking that RH needs to display the top-level topic for some reason
before it shows the TOC and the original topic.
