Sure. You want to turn on Named Destinations when producing your PDFs
from FM, and link each of your web app's pages to that named
destination. Rather than dive into all the details here, look at the
online Help for FrameMaker for Named Destinations, and I believe
there's a long discussion about how to use them in a web environment
on planetpdf.com.
