Outline dilemma

Hi all,

I'm fine-tuning an outline for a book proposal, and I'm having some
doubts whether I should include it with my proposal entirely, or partly.
It is a proposal for a study guide for an exam for which several similar
titles exist. I think I can write one that stands out because of several
reason, which somewhat become clear by reading the TOC/outline. Apart
from that, the outline is so detailed, and good writer could write the
books based on that. The publishers I want to propose it to, also have
one or more similar titles (some outdated). Won't I be giving away a lot
of information I should keep for myself until I know I will be writing
the book?

I know this is probably a newbie question. I just need to suppress my
paranoia. Any opinions (about the outline ;)) would be appreciated.
